Enhanced vision for Alma Estate: Delivering much-needed affordable homes for Enfield

Enfield Council together with Countryside Partnerships are pleased to introduce the public consultation for the final phases of the Alma Estate regeneration

The Alma Estate neighbourhood is one of Enfield’s largest housing estate renewal scheme, and is acting as a catalyst for the wider regeneration of the Ponders End area. Enfield Council and Countryside Partnerships have been working closely together with Alma residents on the regeneration of the Alma Estate to create a mixed-use neighbourhood and balanced community, where people live, play, learn and work.

So far, we have successfully provided 459 high-quality homes together with a medical centre, youth centre, and community facilities, all designed to promote an active and vibrant lifestyle for residents. We remain committed to enhancing community living in Enfield and regenerating the Alma Estate. An additional 220 new homes, including 104 social and intermediate homes, are due to be delivered over in 2024 in phases 2a and 4 of the Alma Estate Masterplan.

In line with residents’ feedback and the need for new homes in Enfield, our proposals have been updated. Our new proposals build on the Alma Estate’s evolution as an active community hub combined with green and sustainable public spaces.

Following our first round of consultation events back in January this year, we are now holding our second round of consultation. We have now held our events  for the second round of consultation.

On this webpage below you’ll be able to find out the consultation boards presented at the in-person event and how you can get involved. You can also fill in our survey online until the 20th May.

The Alma Estate

Alma is a 6.08-hectare residential estate adjacent to Ponders End railway station in Enfield.

The Alma Estate was built in the 1960s and is comprised of of 717 homes, along with 12 retail units that were designed as the South Street Retail Parade.
The original outline permission for the wider Alma Estate Masterplan (Ref. 15/02039/OUT) was submitted in May 2015. Since this time, as each phase has been delivered, the masterplan has been amended to reflect identified housing need. The original planning permission was for the development of up to 993 new homes across the masterplan. This number has since increased to 1080 new homes.
We are now looking to update proposals for the final three phases of the masterplan. In addition to providing new green spaces across the phases the proposal seeks to increase the provision of much needed family housing which will help towards meeting Enfield’s housing needs.
The 2021 Alma Estate masterplan on this section illustrates all the phases which have already been delivered in colour. The areas outlined in the red dotted line illustrate the future phases, which we are looking to consult with you on during this consultation period.

Our story

The Alma Estate Masterplan

The 2018 Alma Estate masterplan was submitted in 2015 and proposed the creation of over 1,000 new homes, unfolding in stages across a carefully planned site. At the heart of this development is the transformation of Ponders End, envisioned as a vibrant community hub. Central to this transformation is the new Station Square and the development along South Street, which will host a variety of non-residential facilities. These facilities will include are new community health services and retail spaces, designed to foster a connection between the new estate and existing neighbourhood.
This regeneration is not just about new homes, but about placemaking that reflects local priorities. Some community uses have been delivered early in the process so that the whole community experiences immediate benefits. The masterplan enables phased delivery, with continuity of existing popular services, like the youth centre and shops.
Phase 1: South Street

Since 2013, we’ve held extensive consultations with residents, addressing concerns and building trust. Through workshops, interviews, and regular feedback sessions, we’ve ensured the local community shaped our project’s direction across all phases of the masterplan.


This engagement with the local community has directly informed proposals for Phase 1 and helped deliver new homes and the new Station Square.

In Phase 2, we delivered homes on the southern side of Station Square and along South Street. This phase also delivered the medical centre, pharmacy, and the energy centre. The Ponders End Youth Centre is up and running. Additionally, the community centre and community offices are continuing to progress throughout the summer.

Phase 2a

In Phase 2a, we will soon deliver additional homes including family maisonettes arranged around two generous landscaped courtyards for residents’ use. Phase 2A will deliver five commercial units on the ground floor on South Street which will include a pharmacy among other uses.

In Phase 4, we will shortly deliver new homes, including larger family houses located near to the garden.

Additional 220 new homes are due for completion and handover this year.

Our Proposals

Delivering hiqh-quality affordable homes for Enfield

We are revising our proposals to increase the provision of homes within for the Alma Estate masterplan from the consented 401, whilst providing further enhancements to the green spaces proposed.

The final phases will complete the Alma Estate regeneration and our vision will look to provide a balanced community were people live, play, learn and work. During this second round of consultation we will presenting updated proposals ahead of the submission of the planning application.

As part of our commitment to addressing Enfield’s growing need, we have successfully delivered 459 new homes and are about to deliver Phase 2a and 4 in 2024, which will provide a further 220 new homes, including social and intermediate rent homes.

The final phases of the Alma Estate regeneration will complete the green tree lined South Street as a hub for the local neighbourhood, providing generous shared gardens and play opportunities for Alma residents.
Our vision is to integrate age-appropriate play, from toddlers to teenagers, throughout the public realm and open spaces. Community squares, green corridors and communal courtyards will look to expand community living and create spaces for all to enjoy.

Adapting to growing housing need

Like all London boroughs, Enfield is facing a housing crisis that can only be dealt with through new genuinely affordable homes for local people. In response to Enfield’s increased housing need, we’ve expanded our vision from 993 to over 1,400 homes, and proposals will continue to provide a diverse range of home types and sizes, including much-needed larger family housing.

Job opportunities for local community
